MSSQL is Microsoft's solution for data management both in the office and on the Net. It can interface with ASP ("Active Server Pages", a Microsoft-developed web coding language) to allow a website to become dynamically generated and database-driven. We as web designers build the site so that the ASP interacts with the static HTML code (which drives the standard web page) and makes it more flexible than it would otherwise be. It is able to pull records from the database and display information according to your visitors' requests.
